Update: Download iertutil.dll and Normaliz.dll.
If you download Internet Explorer 7 Beta 3 and have IE7 Beta 1 or 2, you will be asked to uninstall 1 or 2 before installing 3. Easy as 1, 2, 3, right?
Wrong. You cannot uninstall the older IE7. You will notice that it remains installed and think nothing of it, because it's Microsoft.
Unfortunately, when you restart, explorer will not.
You will be notified of two missing files, Normaliz.dll and iertutil.dll.
Don't freak out. Here's what you do:
- Open Task Manager (ctrl+shift+esc).
- Find IE7 Beta 3 and run it.
- It will begin, but Windows will not validate. Leave the install open.
- Return to Task Manager and browse to the root of your C: drive.
- Click inside the strange folder with a long string of letters and numbers.
- Select the option to see All Files.
- Find iertutil.dll and copy it.
- Go to C:\\WINDOWS\system32 and paste.
- Go back.
- Find Normaliz.dll and copy it.
- Return to ..\system32 and paste again.
- Return to the IE7 Beta 3 setup and tell it to continue. This time, Windows will validate and IE will install.
To get your damn desktop back, return to Task Manager and run explorer.
Notice the number of this post. Fitting, isn't it?

I did that but it doesn't help much.
Now there are Ordinal 9 and Ordinal 28 missing in iertutil.dll...
So, even using a shell alternative, I can reach some applications, but some will work fine, some not.

Thanks for letting me know, Jef. This is what worked for me, on XP. Perhaps, this link might help.

This helped me a great deal. I was about to re-install Windows.

Great to hear. On a related note (related by same company), I would also recommend not downloading Microsoft's My Private Folder. Screws up paging in XP.

Hello, I found your article matched a few areas of my plight.
I recently attempted to install IE Beta 3. I have not installed any IE betas previously. I got an error message saying it couldn't install. The troubleshooting steps didn't help me. However I found out it was a registry related issue. I then restarted my PC running windows XP sp2 and tried again. Same message. Bummer, I thought, Oh well, it's just IE. I open iTunes to relax. TUNES DONT PLAY. The sound icon is gone from the control bar. Might I also mention I installed 3 windows updates at the same time as IE 7 B3, but I don't think this is the problem. Many programs don't work now. I bought a registry cleaner (Registry Mechanic) and it fixed 130 problems. Still screwed up. Gtalk was uninstalled, I can't even access system restore! The message displayed (with an annoying default BEEP from the pc) is "The Application failed to start etc because iertutil.dll could not be found. Restarting the app may fix the problem."
If any one can help, it would be greatly appreciated.Â

If I understand you correctly, the "still screwed up" error message indicates missing iertutil.dll. If so, did you not find the directory mentioned in Step 5, above?

Sorry.. I thought I had a previous post but I guess it didnt go through before. I have the same issue as Helpless Guy. Gives me that "screwed up" message on certain applications, for example, AIM or the McAfee Updates when my computer starts up. And like I said, I cant find iertutil.dll with your steps even!
